Which Countries Are Open To Vaccinated Or Non-Vaccinated Americans? November's Country-by-Country

It seems a little unjust that the United States has issued travel advisories to 14 EU countries while it opens its doors to Europeans after over 600 days under a travel ban. It comes at a time when the WHO has issued a warning about the rise in Covid-19 rates in Europe:

On November 2, the United States raised its travel warning for 14 European nations to 'Level 4: Do Not Travel,' including Austria, Belgium, Bulgaria, Croatia, Estonia, Greece, Ireland, Latvia, Lithuania, Norway, Romania, Slovakia, Slovenia, and Switzerland. The World Health Organisation announced Thursday 4 November that the rising number of cases of Covid-19 across Europe was of “grave concern.” Many countries, such as Germany and Switzerland, are seeing some of the highest daily infection rates since the pandemic started and the WHO is predicting another 500,000 more deaths by early 2022.

Here is the guide to which EU countries are currently accepting U.S. travelers (as at the beginning of November), what travelers need in order to enter, and if they need to be vaccinated. As ever, these rules are in flux and liable to change from the time a trip is booked to the departure date, particularly for unvaccinated U.S. passengers (which might impact on insurance policies).

Some countries have changed travel restrictions in line with the new U.S. travel opening. For example, Sweden has lifted its ban on U.S. fully vaccinated travelers from 5 November, to correspond to the fact that EU travelers are allowed into the U.S. from 8 November. It still remains closed to everyone else.

Austria (EU)

Vaccinated–U.S. travelers allowed (with an EMA-approved vaccine) with proof of vaccination (no more than 270 days prior to arrival for one-dose vaccines or 360 days for two-dose vaccines and booster/third jabs) or 180 days after having had the SARS-CoV-2 infection.

Unvaccinated–U.S. travelers are allowed but they must arrive with a negative Covid-19 test result (a PCR test taken within 72 hours prior to arrival or a rapid antigen test taken within 48 hours prior to arrival), and enter a ten-day quarantine.


An exception would be unvaccinated business travelers. As of 27 October, they currently can enter with a negative Covid-19 test result, and do not need to self-isolate nor have pre-travel clearance. Written proof of the professional nature is required, however, from either a company or proof of an appointment or conference.

Belgium (EU)

Vaccinated–U.S. travelers are allowed. However, anyone arriving from the U.S. must take a Covid-19 test upon arrival and must go into quarantine until results come back from tests taken on day 1 or 2 and they must test again on day 7. Passengers also need to fill out a Passenger Locator Form in the 48 hours before they arrive.

Unvaccinated–U.S. travelers are not allowed for non-essential travel.

Bulgaria (EU)

Vaccinated–U.S. travelers allowed. Everyone must either show a valid EU Digital Covid Certificate, have proof of a negative PCR/antigen test result or enter a ten-day quarantine.

Unvaccinated–U.S. travelers allowed. Everyone must either show a valid EU Digital Covid Certificate, have proof of a negative PCR/antigen test result or enter a ten-day quarantine.

The U.S. is currently classified as an orange country.

Travelers well vaccinated for non-essential travel

 

The Canadian government on Thursday quietly withdrew its guidelines against all non-essential travel, replacing them with a new adviser who says travelers should be fully vaccinated before leaving the country.

The adjustment comes a few weeks before the reopening of U.S. land borders for vaccinated Canadian tourists and the holiday travel season. Starting Nov. 8, Canadians can cross the United States by land or ferry for tourism purposes or to visit friends and family.

The updated guide says all travelers should take protective measures, such as wearing a mask, and continue to avoid cruise travel outside of Canada. According to the government website, travelers to the United States should "take normal safety precautions."

 

The previous travel notice was initially issued in March 2020 and told all Canadians to avoid cruises and non-essential travel abroad “until further notice”.

It did not prohibit international travel and many Canadians had already planned to visit the United States before updating the online guide.

Also Thursday, Prime Minister Justin Trudeau announced a standardized COVID-19 vaccination test for Canadian travelers. The system supports Canada’s new travel vaccination mandate that requires full vaccination of travelers departing from Canadian airports or trains as of October 30th.

Puerto Rico leads travel recovery; Island tourism thrives



Puerto Rico has the highest percentage of people fully vaccinated against coronavirus in the U.S. since Oct. 19. Travel prices are rising in the US, says author Christopher Eillott

"We are still seeing some of the 30-40% discount rates in cases where they were pre-pandemic." Christopher Elliott, who writes about travel for USA Today and The Washington Post, says bookings are on the rise, raising the question: For people who want to go somewhere during the holidays, are there still deals? “Yes and no,” Elliott told NEWS CENTER Maine. “What we do know is that travel prices are constantly rising due to the declining number of COVID cases and also just because a lot of people don’t travel in a long time. A lot of people were sitting in the summer and now they think it's okay to go out. " Part of the challenge of finding good travel deals is figuring out the timing, specifically whether it’s better to buy now or hold back and wait for prices to go down. For vacation travel, Elliott said, “It’s not the year [wait]. Because prices are constantly rising and demand is rising, it's better if you see a deal that you think you can afford to book now and that you don't expect. " As demand grows, prices are unlikely to fall. One of the few sectors where bargains can be found is, however, in urban hotels that cater to business travelers, most of whom stay at home or in the office. At these hotels, Elliott said, "We're still seeing some of the 30% to 40% discount rates in those cases where they were pre-pandemic, so you might find a good deal there."
